01 — Stop
Stop where legal authority, competence, facilities, supervision or adequate controls cannot be established.
GOVERNANCE

A warning paragraph is not a risk control. Where an activity is unlawful, inadequately controlled or beyond competence, the correct action is to stop.
02 — Assess
Identify hazards, exposure, people affected, equipment risks and credible failure modes.
03 — Control
Prefer elimination, substitution, containment, engineering and procedural controls before relying on PPE.
04 — Record
Record decisions, sources, incidents, near misses and review dates. Reassess when circumstances change.
Higher-risk subjects
ASU Labs does not publish operational instructions that could materially increase the ability to cause harm. For chemical, pressure, electrical, biological or machinery-related work, the appropriate route may be formal training, qualified supervision, an appropriate facility, professional advice or not proceeding.
